Reinsurance structuring, surplus note negotiation, cash governance, and regulator posture for plans under trend pressure. Making sure the numbers hold through the cycle.

Rate adequacy and QI expense strategy
Documenting quality improvement expenses properly, defending the cost base in state rate negotiations, and building the financial story that supports future capitation. Most plans leave money on the table here.

VBC and risk-sharing strategy
Structuring value-based contracts with providers and health systems, modeling shared risk, and helping CHCs and CBOs move from fee-for-service to delegated care coordination. Built on the MCO-side experience of how these models actually get priced.
