Joel Luper is a CPA and healthcare strategic CFO with 25 years in finance and operations, including 9 years in healthcare and 6 years in senior leadership at Medicaid and Medicare managed care organizations.

Most recently, Joel served as CFO of AlohaCare, a $470 million Medicaid and Medicare D-SNP plan in Hawaii, from December 2022 through December 2025. He held the plan above its regulatory capital floor through the worst post-PHE trend cycle in Medicaid managed care history. Under his leadership, the plan delivered a 350 basis point MLR improvement, a $7.5 million year-over-year reduction in underwriting loss, and $13.4 million in total cost remediation in 2025.

Prior to AlohaCare, Joel was Executive Director of Accounting Operations and Financial Reporting at Community First Health Plans in San Antonio, a subsidiary of University Health. Revenue grew from $533 million to $830 million during his tenure. He also led financial reporting for the University Health ASO plan covering 12,000 employees.

Earlier experience includes senior finance leadership at Davis Vision (22 million members), Flogistix (PE-backed oil and gas services, scaled from $40 million to $80 million), and CliftonLarsonAllen (nonprofit single audits).
